This all depends on the domain type in questions, for example .com domains are suspend once they pass the renewal date and enter in to what’s called a redemption period in which the current registered owner can still renew the domain. Once the redemption period passes the domain is deleted and becomes available for general registration on a first come first served basis.
.EU domains work differently in that they are quarantined instantly at the end of the current registration period if not renewed, the current registered owner can still regain the domain by placing a renewal order, but Eurid the naming authority for .eu enforces a penalty charge for re-enabling the domain which can take between 2 to 4 working days to be processed.
