Who issues Domain names in the first place ?

For every domain extension there's a naming authority that is responsible for managing and maintaining the extension and the whois database for that extensions.

Examples:

.uk Domains - Nominet Uk.
.eu Domains - EUrid.
.com Domains - VeriSign
